Better Human Resource Polices are the best way to motivate  railway employees to work and creating learning and performance based culture, focusing on health, well-being  and treating employees  with respect and dignity. The Personnel Department of Bilaspur Division is looking after the needs of 17294 on roll employees and treating them as a good customer of Personnel Department by quoting the Mahama Gandhi’s  words on customer…  “A customer is the most important visitor on our premises. He is not dependent on us. We are dependent on him. He is not an interruption in our work. He is the purpose of it. He is not an outsider in our business. He is part of it. We are not doing him a favor by serving him. He is doing us a favor by giving us an opportunity to do so.

With this Gandhian concept, Personnel Department of Bilaspur Division is committed to serve the railway employees  as it meant for them  only.  As the customers of Personnel department are - working railway employees, railway  pensioners and job seekers, every step is taken to improve the work culture of Personnel department as ‘customer friendly’ and improved service delivery. In addition to the important work of Personnel Department viz.  Man Power Planning, Recruitment, Training and Development, Transfer, Seniority, Dealing with Trade Union, Monitoring of Court Cases, Performance Appraisal, Promotions and Demotions, Guidance on Disciplinary matters, Wage and Salary administrations, Settling Industrial Disputes,  Management of Schools, Incentives and Financial aids, Settlement and Pension,  Arranging Post retirement benefits and  Grievance Redressal of Pensioners, Setting up and maintenance of Welfare Activities, Issue of Passes to Railway employees and retired railway employees, the prime obligation of Personnel department is to handle Grievance Redressal Monitoring System, which has been accepted and  appreciated by each and every one.  The basic principle of grievance redressal system is that the patient hearing to employees’ problems and try to solve their problems in a professional way and promised level  of service delivery.  Wide publicity has given to create awareness regarding the various redressal  mechanism among the employees particularly employees working  in remote area. Officers and employees of Personnel Department are working efficiently and carefully in order to mitigate the staff grievance. Grievance Camp led by an APO at remote locations for running and non-running staff separately are being held frequently in Bilaspur Division.
